D K Shivakumar Allocates Key Bengaluru Portfolios to Krishna Byre Gowda

In a major administrative restructuring in Bengaluru, Chief Minister D K Shivakumar has redistributed key portfolios, handing over several critical urban development departments to cabinet colleague Krishna Byre Gowda while retaining personal control of the Bengaluru Development Authority (BDA).
Under this new arrangement, Krishna Byre Gowda has been given charge of the Bengaluru Metro Rail Corporation Ltd (BMRCL), the Greater Bengaluru Authority (GBA), and the Bengaluru Water Supply and Sewerage Board (BWSSB). As the minister overseeing these departments, Byre Gowda will manage the metro network, the water supply systems, and the newly proposed Greater Bengaluru Authority.
Meanwhile, Chief Minister Shivakumar has kept direct control of the BDA, which plays a central role in the state capital's expansion. This decision creates a split administrative structure for Bengaluru's development, dividing control of major civic utilities and planning bodies between the two leaders.
The BDA is one of the most politically influential agencies in the state's administrative setup. It is responsible for layout formation, land acquisition, and planning for large urban expansion projects. It also serves as the primary implementing agency for several big-ticket infrastructure initiatives in the city.
Among the major projects currently under the BDA's purview are the proposed tunnel road project and a network of elevated corridors designed to ease traffic congestion. The authority is also tasked with executing lake rejuvenation works, major road infrastructure initiatives, and the development of new residential layouts across Bengaluru.
The allocation has reportedly drawn interest from other cabinet members. Sources indicate that Minister R Ramalinga Reddy was keen on securing the Bengaluru development portfolio, including the BDA.
While sources suggest that the Congress party leadership is mulling a potential swap of portfolios between Reddy and Byre Gowda, no official decision has been announced. Addressing the reports of discontent, Shivakumar stated that he would speak directly to Reddy to resolve any differences.
