In a major redistribution of administrative responsibilities for Bengaluru’s development, Chief Minister DK Shivakumar has assigned charge of key civic infrastructure bodies to cabinet colleague Krishna Byre Gowda. Under the new arrangement announced on June 6, 2026, Shivakumar will retain direct control of the powerful Bengaluru Development Authority (BDA).

The portfolio allocation splits responsibilities across Bengaluru's primary planning and utility agencies. While Krishna Byre Gowda takes over as the minister managing the Bengaluru Metro Rail Corporation Ltd (BMRCL), the Greater Bengaluru Authority (GBA), and the Bengaluru Water Supply and Sewerage Board (BWSSB), Shivakumar's decision to keep the BDA ensures he maintains direct influence over the city's land-use planning.

This division of portfolios creates a split administrative structure for Bengaluru. The BDA is traditionally considered one of the most politically influential agencies in Karnataka's administrative setup due to its central role in land acquisition, layout formation, and large-scale urban expansion projects in the state capital.

Currently, the BDA is serving as the key implementing agency for several big-ticket infrastructure initiatives in Bengaluru. These projects include a proposed network of elevated corridors designed to ease traffic congestion, the proposed tunnel road project, the development of new residential layouts, major road infrastructure initiatives, and ongoing lake rejuvenation works.

The portfolio distribution has also stirred political discussions within the state government. According to sources, minister R Ramalinga Reddy was highly interested in securing the Bengaluru development portfolio, including control of the BDA.

Although sources suggest that the Congress party leadership is mulling the possibility of swapping portfolios between Reddy and Byre Gowda, no official decision has been finalized or announced. Responding to questions regarding the potential administrative friction, Shivakumar stated that he would speak directly to Reddy to resolve the differences.
